Alan, to your query about whether or not Vice President Kamala Harris, as president of the Senate, may solid a tie-breaking vote if there’s a 50-50 break up on calling a selected witness, that’s an attention-grabbing wrinkle. The Constitution says, “The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.” That may recommend sure. My guess is what would occur is Senate Republicans would problem the legitimacy of the vote, the presiding officer (Leahy, or perhaps Harris) would rule that it was reliable, and there’d then be a vote on a movement to overrule that assertion, and if there was the identical 50-50 break up the movement would fail and the ruling would stand.
